The U.S.–China relationship is in flux. The two leaders—President Xi and President Trump—seem to be playing “chicken” with each other. What is certain is that U.S policy toward China shifted substantially under the Biden administration, moving from cooperation to competition, and that shift has not changed under the current administration. The U.S. has placed serious sanctions on sharing U.S. technology with China, especially dual-use technology, that far exceed the pain imposed by the high, variable tariffs the U.S. has levied on Chinese goods. In response, China has played its own hand related to purchases of U.S. goods, access to rare mineral exports, and other measures. The U.S. then responds again, creating a potentially dangerous dance between the two countries. Meanwhile, China is dealing with significant domestic challenges, including a housing crisis, high local government debt, and low consumer confidence. President Xi has advanced a plan that emphasizes industrial investment and high-tech innovation, with growth propelled by increasing productivity. However, the difficulty of obtaining advanced chips and other high-tech inputs from the U.S. and its partners Penelope Prime is Founding Director of the China Research Center (ChinaCenter.net) based in Atlanta. One of the first American graduate students to visit China, Dr. Prime’s research and teaching focuses on China’s
poses real challenges for China’s leadership. The bottom line is that the U.S. relationship with China is no longer primarily a function of international trade, but of advanced technological competition. This shift requires very different rules of engagement and new ways to monitor technology availability in the global marketplace.

All classes are held in the CLE Lecture Hall at the Peggy Crosby Center unless otherwise noted.
