Description :
Uncle Charlie is the Tampa Bay Rays’ innovative software program built on the principles of Moneyball efficiency and competitive advantage. Designed to maximize value in a resource-conscious environment, the software combines traditional scouting expertise with advanced analytics to identify players who outperform their market perception. Rather than chasing reputation, raw tools, or conventional statistics, Uncle Charlie focuses on underlying performance indicators, analytical models, and forward looking metrics. The software aids in decision making for all aspects of the Baseball Operations department to help put a Championship winning team on the field. This talk will address how, by integrating data, biomechanics, and scouting, Uncle Charlie helps the Rays Front Office reduce risk and increase return on investment. Information provided through the software guides the organization in amateur drafts, trades, and player development in the minor leagues. Uncle Charlie reflects the Rays’ commitment to smarter decision-making, sustainable success, and competitive innovation, proving that disciplined evaluation and creative thinking can consistently outperform bigger budgets. Brian Plexico has worked for the Tampa Bay Rays for twenty years and was promoted to Vice President, Baseball Systems in November 2022. In this role, he is responsible for software applications for scouting, statistics, and player analysis. Plexico joined the Rays as a software programmer in April 2006 and was later elevated to architect of baseball systems in November 2008, director of baseball systems in December 2015 and senior director of baseball systems in November 2020. Before joining the Rays, Plexico spent several years as a software developer for various companies, most recently a defense contractor in Charleston, SC. He earned a degree in physical education with an emphasis in sports medicine from the College of Charleston. He lives in St. Petersburg and has three daughters: Maicie, Hollis and Laurel.
